You can turn this on or off under your commissioner console --> Pool Settings --> Pick & Scoring Settings.

This setting allows picked golfers who withdraw to be picked again by that member for future tournaments. The golfer can WD at any point of the tournament and they will fall into the pick reuse category.

If a golfer withdraws, misses the cut, or does not finish a round(s) for any other reason, they will receive the worst score for that round from the tournament field.

For example, if a golfer completes round 3 and then withdraws, they will use their score from R1, R2, and R3, and then the worst score from R4.
