Yes, as the commissioner you can give your members a limited amount of entires (brackets) to create within your pool or you can limit the amount of brackets a member can make within your pool.

Please know, there is a cost with every entry that is created.

To limit or give members a X amount of brackets they can create is by going to the Commissioner Console > Pool Settings > Basic Settings > Maximum Entries Per Member:
